Proposed Rezoning Details
The City has received an application proposing to rezone properties located on the northeast corner of 115 Street NW and Jasper Avenue NW. The application includes the following properties: 10107,10129,10133,10137 - 115 Street NW and 11440,11452 & 11460 - Jasper Avenue NW.

The proposed rezoning from the current (DC1) Direct Development Control Provision - Area 8 and (RA9) High Rise Apartment Zone to a new (DC2) Site Specific Development Control Provision would allow for the development of two high-rise, high-density towers with the following characteristics:

  • North tower: Approximately 30 storeys (100 metres) with townhouse style units at ground level fronting 115 Street NW (Area A)

  • South tower: Approximately 54 storeys (180 metres) with commercial uses at ground level fronting Jasper Avenue NW (Area B)

  • Up to 905 residential units

  • Underground parking accessed from the adjacent lanes

An associated application has been made to amend the “Map 10: Sub Area 4 - Zoning.” in the Oliver Area Redevelopment Plan (ARP) to facilitate the proposed rezoning.

I am strongly opposed to this proposal and strongly agree with absolutely everything that 'Fi5teen104' wrote (copied below). Additionally I am concerned about the proposed buildings blocking the sunlight into my condo, and the years of disruption, mess, and noise that everyone nearby will have to endure. The proposed buildings are monstrous in size, and the design is cold, imposing, and frankly unimaginative. This project does not reflect the unique downtown neighbourhood charm that attracted me to purchase in Oliver. This strikes me as an incredibly insensitive proposal that does not respond to the needs of the community. I do support density in the downtown area and mixed commercial/ residential properties- but not at that scale. I am terribly worried about how this will impact the value of my home, quality of life, and the community overall. Are there studies on how 905 new residents will impact the very few paths and access to the river valley?

There is a glut of condos on the market in the Oliver area, and prices have been depressed for several years by about 25%. This is a significant loss to existing owners and investors. Adding another 905 residences it’s not justified nor sustainable. This will also drive down rental values as well as property values.
I feel that this development will have an adverse impact on both the character and ambiance of the existing community.
Also. This will cause a massive increase in traffic and in visitor parking burden on an already congested area.
In addition, there is a severe lack of parks and green space now and this will only create increased use of limited capacity. "

Great development. Important area for more density and street activation. Sad to see the north tower decreased to 30. This area could have multiple over 40! But glad to see both retail and townhomes at podiums. Please build!
