Applicant-led Public Open House

On Tuesday, November 26, 2024, Select Engineering Consultants - the applicant - will be hosting a public open house for the proposed Kendal Neighbourhood Structure Plan, for you to learn more about the proposed plan. If you would like to join, please drop-in between 5:30 pm - 7:00 pm at Tru by Hilton Windermere located at 6025 - Andrews Way SW. There will be display boards outlining the project with applicant representatives available to answer questions. City staff will also be in attendance to answer questions about the City’s planning process and policies; however, City staff will not be collecting feedback for engagement on the Land Development Application itself. The City received an application from Select Engineering Consultants proposing a new Neighbourhood Structure Plan (NSP) for the Kendal Neighbourhood in the Windermere area; generally located between 28 Avenue SW and 41 Avenue SW, east of the North Saskatchewan River and west of 170 Street SW.

The proposed plan will provide the opportunity for a new residential area with mixes of non-residential land uses (i.e. roads, utilities, parks, schools, commercial amenities etc.) throughout. If approved, the plan will allow for the zoning, subdivision and future development of the area. In summary, the new plan is intended to outline the:

  • vision of the neighbourhood;
  • type and location of land uses;
  • residential densities and forecasted population;
  • location of major roads and utilities (water, storm and sanitary sewers);
  • location of future park and school sites;
  • retention of natural areas; and
  • general staging pattern for development.

Key Features of the Plan

  • A mix of low, medium and high density residential that will provide diverse housing options to support a future population of approximately 18,000 people while adhering to the density target of 45 du/nrha for new neighbourhoods in Edmonton.
  • A local node and two mixed use sites that will serve as community focal points within the neighbourhood, providing opportunities for local services and gathering spaces for residents and visitors.
  • Opportunities for commercial uses along major roadways to provide employment opportunities and the daily commercial retail and service needs of residents in the neighbourhood.
  • An ecological and open space network that includes three future school sites and a central greenway that provides a strong link from the River Valley to the east local node.
  • The preservation of approximately 10 hectares of natural areas (wetland and tree stands).
  • An active mode network that will allow for connections to key focal points and amenities within the neighbourhood, the broader community, and the North Saskatchewan River Valley.

A proposed amendment to the Windermere Area Structure Plan will accompany this application in order to align with the proposed new neighbourhood Plan.

The following amendments are proposed for the Windermere ASP:

  • adding a second community campus site to the southeast, and a third community campus to the west;
  • adding dispersed Neighbourhood Park sites throughout the neighbourhood;
  • adding Mixed Use sites to the plan area;
  • adding neighbourhood Commercial uses;
  • removing the Business Employment uses;
  • providing additional Stormwater Management Facilities with updated storm pond locations;
  • the addition of Public Utility for regional water reservoir;
  • removing the extension of 41 Avenue SW arterial road west of 182 Street SW; and
  • updating the Land Use Statistics to increase the proportion of Municipal Reserve dedicated as land from 4.8% to 7.9% of Gross Developable Area and to increase the net residential density of Neighbourhood 5 (Kendal) from 25 units per net residential hectare (upnrh) to 45upnrh.

The role of the public when participating in engagement activities for proposed Neighbourhood Structure Plans and plan amendments is at the ADVISE level of the City’s Public Engagement Spectrum. This means that the City will use any feedback you share to:

  • Inform the City’s planning analysis and ensure all factors are taken into consideration
  • Help inform conversations with the applicant about making revisions to address concerns
  • Summarize feedback for City Council so they are aware of the public’s perspectives prior to making a decision at Public Hearing

A What We Heard report that summarises the feedback received is posted online and provided to the Ward Councillor as well as anyone who registers and provides feedback through this page or by contacting the file planner directly.

City planners use the Public Engagement Charter for land development applications as a guide when determining what type of engagement activities are most appropriate to help inform rezoning proposal reviews.

Public Hearing

Once Administration completes its review and has determined its recommendation and the applicant is ready to take the application to City Council for a decision, the City sets a Public Hearing date. Notices are sent to all property owners within a minimum of 60 metres of the site in accordance with the Zoning Bylaw. In addition, notices of Public Hearing are sent to affected community leagues and business associations advising them of the Public Hearing date and how to participate.

Register to Speak to Council or Submit Comments

Public Hearings are an important part of the engagement process for rezonings. Once the hearing agenda is posted, members of the public can register to speak at the City Council Public Hearing to share their views on the proposed rezoning directly with the Council.

Written comments can also be submitted to City Council through the Office of the City Clerk. Edmontonians can also watch the Public Hearing online.

If the Application is Approved

If the Neighbourhood Structure Plan and amendment to the Area Structure Plan is approved by Council, the plan will allow for the zoning, subdivision and future development of the area..
