What is non-market housing?

    Non-market affordable housing is rental or ownership housing that requires government money to build or operate. It has rents or payments below average market cost and is targeted for long-term occupancy by households that earn less than median income for their household size.

    What is a Developer / Operator?

    The developer will lead the design and construction of the building. The operator will be responsible for the day-to-day management of the property, including tenant relations and ensuring the property is well maintained. 


    The developer / operator may be one entity that has experience with both the construction and management of non-market housing. Or it could be a developer and operator who partner for this particular development. 

    What is a property listing and how is it part of the surplus school site redevelopment?

    The City of Edmonton offers land or grants to help facilitate the development of affordable housing. The City owns 9 surplus school sites, including the one in Ogilvie Ridge, that have been identified for mixed-market housing development. 


    The City will offer the land for sale through a property listing, similar to when a homeowner lists their home for sale. The property listing will remain active for three months.  Housing developers/operators will submit proposals and the City will select a developer / operator informed by  the  criteria outlined in the survey. 

    How will the criteria we’re being asked to review help the City select a developer / operator?

    The City will evaluate potential developers / operators based on the criteria in the survey and the merits of their proposals. 


    After City staff have reviewed all proposals and made a selection, the land will be sold or leased to the successful developer / operator.

    How will our input be used during the selection process?

    A What We Heard report summarizing the feedback we receive will be created and shared with the community. It will also be attached to the property listing. This will help prospective developers / operators understand what is most important to the community.  


    The City's evaluation of submissions will consider alignment with community feedback where possible.
