APPLICATION DETAILS

The City has received a proposal to rezone property at 1069 Webber Greens Drive. The application was made by Select Engineering Consultants Ltd. on behalf of Melcor Developments Ltd.

Proposed Rezoning
The application proposes to rezone portions of the site at 1069 Webber Greens Drive NW from:

The application also includes a proposed  amendment to the Potter Greens Neighbourhood Structure Plan (NSP) to change the designation of the (RF5) site from Medium Density Residential (Town Houses) to Medium Density Residential (Low Rise Apartment) to facilitate the proposed (RA7) Low Rise Apartment rezoning.

The proposed AP Zone to enable the future development of the school-park site conforms with the Potter Greens NSP, which designates the area for a future school-park site.

Proposed Planned Collector Road Removal
The application also includes an amendment to the Potter Greens Neighbourhood Structure Plan (NSP) to remove a portion of a planned, but currently unbuilt, collector roadway known as Potter Greens Drive and replaces it with a shared-use path.

The City is reviewing the Transportation Review Report (Bunt & Associates - August 3, 2021) submitted by the applicant as part of its analysis of the proposed plan amendment and recommendation to Council.

Area Structure Plan Amendment

This proposal will also require an amendment to the Lewis Farms Area Structure Plan to align the two plans with regards to maps and text for transportation and open space (school / parks).

The City has not yet taken a position of support or non-support on this application. The City’s position will be determined by a thorough analysis of the proposal that includes technical considerations (e.g. traffic and drainage impacts) and alignment to applicable City land use-related plans and policies.

This application is being reviewed for alignment with the City Plan, Lewis Farms Area Structure Plan, and the Potter Greens Neighbourhood Structure Plan. Due to the site’s proximity to the future Lewis Farms LRT Station, it will also be reviewed against the City’s Transit Oriented Development (TOD) Guidelines.

Thanks for the opportunity to share. I personally have lived in this area for 6 years and complain every year to the city about the traffic on 87 avenue west of the Henday. There are too many vehicles that bottle neck in this area and putting additional housing here will not solve the problem. Please widen the road, accommodate the LRT west and make any additional/ available space into walking trails and green space to allow people to be outdoors. School parks are great for soccer and baseball, but I would like to see more walking paths with lush trees. There are many positive things we can do with these areas that don’t involve housing or commercial property. Arts installations, large gazebos for gatherings and events, a hill with stairs to climb and watch the sunset. Please consider.

Let's just cram more people in the Lewis Estates area without road infrastructure. Webber Greens drive is already backed up I have to go the long way around (Whitemud) to get home now.

Additionally our local schools are overcapacity, and no additional schools in sight. It's sad when the local school can't get any more portables (why does a brand new school need more portables? Cramming in more people that's why). So kids are forced to learn in hallways and repurposed spaces that used to be a library.

Also the green spaces and natural areas is what brought us to this area. Now that's all gone too.

But, you know, let's build more condos 🤔

Absolutely disappointed in this proposal. Woodland areas need to exist for the wildlife in the area. Jamming an apartment building right next to a golf course, really?
Just build the road that was promised 20+ years ago and put single family homes along the way. This area is a suburb, people live out here for a reason. Less traffic, less persons ontop of each other. More grass, and trees. The roadways can not handle anymore as is, typical Edmonton road building. Never plan for the future, bandaid the problem 10 years after it's become a problem. Strongly against this disappointment.
As the civil works are basically underway for the appartment zoned area, I assume this is going ahead regardless of public opinion. Thanks for listening to your citizens, the ones it would affect directly.

As someone who has lived in Lewis Estates area for 11 years, I've watched all the natural areas destroyed around us due to construction. We have displaced coyotes and hares among other animals running through our streets. By removing the natural zone, you will be taking away even more trees that provide natural habitats for these animals. People have also built homes by this area because of this forest. Please consider preservation of the area as best as you can if and when rezoning occurs.

Regarding the rezoning to low rise apartments, I am adamently opposed to this. Our roads are used heavily by Secord and Rosenthal already. Traffic can be extremely backed up, and will be even worse when we have the LRT parking lot. 2020 and 2021 are not fair evidence of the regular traffic, as the pandemic has slowed it down dramatically. However, once the restrictions are lifted, this traffic will once again return to normal. By adding a 4-story complex in this central area that requires Suder Greens Dr, you will further congest an already active area of traffic.
Another thing to consider is the location. We are a suburb. People who live here do so to be away from crowds. We have happily exchanged low density population for the longer commutes. And to add to this, we already have a low-rise apartment complex on the corner of 213 St and Webber Greens Dr. This addition transformed this area, but it works because it's on the edge of the neighborhood with easy access to main roads. Please take into account that we also have an abundance of condos and townhomes in our area. These apartments and condos always have vacancy. The demand for this style of housing is not in the suburbs, it's more central. If the city wants to bring more people to the core, then look at more central locations for these low rise rental apartments.
My last point would be, our in-area schools are extremely full. The high schools in the West end are bursting at the seams. Adding higher density housing will only exacerbate this issue.
Please consider these points before approving these amendments. Thank you for listening.

Is there not a way to leave the forested area as is? We already have several parks in Lewis Estates. If the alternative is putting up apartments then obviously I would support a parks area. Please confirm that there is no way to keep the forested area as is.

This is a terrible idea. The main road into this area is already backed up during rush hour, to add in a new development will only make this worse.

The community surrounding this potential rezone and building site is over 20 years old and has a certain charm about it. Adding in a new mid density building will take away from the feel and tone that many families and homeowners have come to know of this area. It will bring down our property values and have many rethinking a move to this area given this.
We moved into this area for the spacious feel, unlike the new communities of the city. This building will diminish the spacious feel that is rare (and attractive) in this city. Not many communities exist like this anymore. It is special.

Home costs are higher in this neighbourhood, attracting a certain demographic. Row housing/condos/apartments will break from this demographic and once again, lower housing values and appeal of this neighbourhood.

My family and I are overwhelmingly against this development.
