District Planning is a multi-year project to build The City Plan’s 15-minute districts—small towns in our big city— where people can meet many of their daily needs locally.
The Scona District is located in the central area of the city and is one of fifteen districts in Edmonton’s District Network as outlined in The City Plan. Nearby districts include the Central, Jasper Place, Whitemud and Southeast Districts (see Figure 6.1: Citywide Context). Scona District includes the following neighbourhoods: Allendale, Argyll, Belgravia, Calgary Trail North, CPR Irvine, Empire Park, Garneau, Grandview Heights, Hazeldean, Lansdowne, Lendrum Place, Malmo Plains, McKernan, Portions of Mill Creek Ravine North, Portions of Mill Creek Ravine South, Parkallen, Pleasantview, Queen Alexandra, Ritchie, Strathcona, Strathcona Junction, University of Alberta, University of Alberta Farm, Whitemud Creek Ravine North and Windsor Park.

Online Workshops - Help refine the draft Zoning Bylaw, draft District General Policy and district plans through a series of online workshops. Register for one or more of the following interactive online workshops to learn more and provide your feedback on the following topics. Sessions are limited to 60 participants each.
Guiding Neighbourhood Redevelopment (Oct 12 or Nov 5)
Enabling Growth in Nodes and Corridors (Oct 15 or Nov 17)
Fostering 15-Minute Communities (Oct 20 or Nov 26)
Survey - Provide feedback on both the District General Policy and district plans by completing a survey. The survey will close on Saturday, October 15, 2022.
In-Person Public Engagement Events
District Open Houses - There will be in-person open houses in each of the 15 districts. Edmontonians are welcome to attend the district open house of their choosing, but some open houses will feature district-specific information. Visit the specific district plan Engaged Edmonton page for event details or the calendar of events.
The Scona District will be featured at the following events:
Whitemud District, Wednesday, September 21, 6pm-9pm at Yellowbird East Community League
Southeast District, Wednesday, September 28, 5pm-8pm at Bonnie Doon Community League
Scona District, Thursday, October 6, 5-8pm at Queen Alexandra Community League
The Garneau Community League does not support the repeal of GARP and suggests an amendment to align with the new zoning bylaw (letter has been submitted as well). GARP allows build out to 22,000 people under current zoning while upzoning causes significant community friction. Transition areas are not included in the zone as upzoning is always supported by council. GARP principles are the missing middle and smart, predictable growth are not retained in the Scona Plan. Having a new GARP with the same principles but with updated zoning would allow certainty for developers, community members AND align with the density targets in the City Plan.
For years, there has been a large empty lot on the corner of 99 St. and 89 Ave. There used to be a medium-sized building there with a very nice café and a medium-sized grocery store on the first floor as well as a couple other businesses. This lot is an eyesore that attracts crime. We also have no basic services here. There is one nice diner on the opposite corner and empty buildings on the other two corners. The nearest supermarket it Save-On, south of Whyte Ave. The nearest café is about 9 blocks. Does anyone know if there are any plans to address this formerly bustling intersection and restore some retail business that would increase the quality of life? Thank you.
