This application proposes to rezone the site at 10143 & 10145 Clifton Place NW, from an existing Site Specific Development Control Provision (DC2.959) to a new DC2. The existing DC2 provides regulations for three areas (A, B & C) along the southwest side of Clifton Place. The proposed revisions are for Area A only. Areas B and C will remain as is with minor updates to remove Area A, and to update terminology to match current Zoning Bylaw standards.


The proposed DC2 Provision for Area A maintains the following existing regulations for a residential tower:

  • A maximum height of 55 metres;

  • A maximum Floor Area Ratio of 3.0; and 

  • A maximum 55 dwellings; and

  • A maximum Tower Floor Plate of 650 m2.


The proposed revisions to the DC2 are summarized as follows:

  • Removal of row housing style dwellings at grade fronting Clifton Place;

  • Adjusting tower outline to remove the podium component;

  • Revising the site layout to move the building further north on the lot; 

  • Updating to current Zoning Bylaw standards for landscaping and sustainable design; and

  • Revisions to the community amenity contribution.

The existing community contributions include the provision for:

  • $46,000 for public art; and 

  • A trail and viewpoint behind the property, connecting between a public access easement along the southeast property line and the public park located to the northwest of the site.


The proposed community contribution would provide:


  • Provide funds for the future development of a trail behind property;

  • Upgrade/resurface the rest of Clifton Place NW, improve the sidewalk along the southwest of Clifton Place NW and upgrade the connection between Clifton Place NW and Jasper Avenue/125 Street.

Thank you for the opportunity to be consulted. This application is a modification of the previous zoning, and allowing a slab tower instead of slender one reverses the position the City held where view corridors and town home at street front gave an comfortable ambience in the heart of the city. The Revera development has changed the area forever, and the previous zoning for Clifton Place is now obsolete. I support development and this high end application. My concerns are the wide slab tower blocks out sunshine, view corridors and exaggerates the wind tunnel effect from the oversized Revera project. Big support for the proposed pedestrian connection in the draft zoning: this is a very good start to connect back to Victoria Promenade and reclaim the valley from illegal camping and give it back to taxpayers and the wildlife. The pathway should continue all the way down to close to Jasper Avenue. So many negatives of the river valley would be erased by allowing the trail to expand eastward. All of those valley lands are corrupted by drug users and illegal campsites. What a unique opportunity. The old DC2 showed a trail wrapping around the site, now made dangerous by the opening up of the alley behind the Revera project, placing your intended park users in direct danger from traffic leaving the alley onto Clifton Place.

For any new development, there are always two points of view.

Those opposing the proposed Edgar development in its present format, full disclosure that includes us, are the ones who have been subjected to the incessant noise from adjacent Revera Glenora Park development construction from as early as 5:30 am to after 10:00 pm, at least 6 days a week. Also, we will lose more of the views with Edgar’s tall towers proposal, no matter what the “View Corridor Study” depicts. Now we are facing the prospect of even more years of this construction upheaval in our lives.

Those who favour the proposed development probably live away from the subject area and as such will be unaffected by its impact.

The scenic view along Groat Road will be adversely affected by this 15/16 storey Edgar development dominating the skyline, let alone the future proposed ones in Areas B and C. Furthermore, the removal of vegetation to enable this development will be a loss for the environment.

So, City Council firstly must decide if the comments from the affected residents are of merit deserving second thoughts on the development. Secondly should it look at the proposed development through the eyes of future generation as to what will be sacrificed in the Groat Valley environment if this development approved in its present form.

I don't agree at all with the expansion and future plan for the Clifton Place project. Leaving in the area has been a pleasure till this project started, since that the level of noise, inconvenience for 102Av traffic reduced due to the construction, high level of dust all time and not respecting by law time to work has been very difficult to me leaving close to the construction. As part of other condo around few times we were invited and consulted for discussion about the project, but our points were not taken and I don't have any good hope for the new changes proposed as didn't happens before in favor of the more close neighbours. From the original project, despite some concerns expressed from our building representation, changes have been made and approved disregarding our concerns for the area. The density of traffic that will produce the access road will truly affect all of us. View of many units in our building will be compromised.; the sidewalk improvement along the southwest of Clifton Place NW and upgrade the connection between Clifton Place NW and Jasper Avenue/125 Street, could be a good idea if the trees and green area is not affected. Until now there was not any work done in that area where many time is a shelter for some homeless people to rest even do some camps, but now became a priority!!!! Shame was not thought before as a nice natural area to walk and feel safe. hope that area could be transform into a trail maintaining the natural green souring, being clean and safe to be around, quiet and giving a piece of pace for people who lives around.
My last thought is please, do not allow further extension intervention on the Clifton Place.

This proposal along with the subsequent development will produce a massive over densification of this neighborhood. The noise generated by the present building has resulted in numerous noise bylaw complaints. The lack of city response to these infractions is embarrassing. That noise will presumably be duplicated frequently for the duration of the two proposed towers and also for the next one to be developed on 125 street. Along with the motorcycle decibel level on Groat Road that is ignored, the noise for the foreseeable future will be intolerable.
As well the present population of the neighborhood is approximately 100 people, but with the proposed towers the population will probably be near to 1000 on a dead end street and an overused shared one way road. Is there a limit on the holy grail of densification that makes a neighborhood intolerable?
The infrastructure required by these developments will need a massive upgrade that will add to the congestion and noise level. Keep in mind that the impending restriction of traffic on Stony Plain Road by LRT construction will probably double the traffic load of 102 Avenue. City planners need a reality check.

As someone who personally lives directly across from this new development yes this building will affect our view. Not only that but it will cast a deep shadow of shade being a 16 story high building. With Revera Glenora being completed - along with the McLaren on 124 St 102 Av just exactly how does the City address the extra traffic congestion? We already have extreme traffic running on 102 Av and now with Revera's 22 story building - McLaren's 24 storey building & this proposed 16 storey building just how will this be handled?

It is not a healthy situation that the current housing on Clifton Place has been neglected due to anticipated redevelopment so some program is required to reverse this slide. Having said this I am opposed to any changes that take away the river view. We have paid a lot of money for this view and already the Revera building has blocked the west views for many of the POHS apartments.

With so many apartments proposed I believe congestion will be an issue.

Noise from Groat Road and River Road is already an issue

I also believe that allowing to developer to put money in the bank for "future" trail development is a big mistake. There is no timeline for development and costs will likely increase. This is the ideal time for beautification of Clifton Place inclusive of a trail network, possible replacement of aging spruce trees around POHS etc. The Revera development has already inconvenienced POHS residents tremendously both with the lengthy construction timeline and loss of view. The proposed Edgar development in current approved state or with requested changes will add several years of construction noise as well blocking the beautiful view of POHS residents who have been here for years. At least give a beautification and trail program to the residents now who are losing so much.

I am excited about this development, the design looks great, and it is just what Clifton needs to breath new life to a great part of the community. I look forward to watching the community benefit from a beautiful new building in the area.

I think it is very important that the top of bank access be preserved and developed along with this tower. Just providing money for future development is not enough at this time. There is an easy option to ensure pedestrian traffic can access the viewpoint by providing paths along both edges of the property.

I do not think that the noise from Groat Rd has been properly addressed. This development will be exposed to tremendous traffic noise. The top of bank will impose additional costs in the development of this project which will be very costly. To add this much density to Clifton Place is not really a good idea. A better use of this land would be park space with trails.

Overall development looks great and will add to the density and activity in the area. I very much support the revised public amenity proposal to direct funds towards the improvement of Clifon Place itself and the pedestrian connection between Clifton Place and 125 street. The improvement of these areas as opposed to a dead-end viewpoint will be of much greater utility to everyone in the area.

Absolutely not in agreement with towers proposed on this site. I would like to see it left as a park viewpoint. I’m opposed to any development on this site and would like the city to invest in more parks on top of bank for access for everyone. These high density towers are enabling those with money to buy the view.
I also do not believe the top of bank geotechnical issue should allow such development.
It’s too much for the small space designated.

Living nearby and enjoying all of what this area has to offer I’m very excited about this type of development. The design is outstanding and will be a great addition to the street and connecting Clifton to 125 will really tie it all together as far as accessibility. Looking forward to seeing this take shape

As someone who lives in the neighbourhood and routinely walks my dog past this site I am in full support of this development. The houses and lots on this beautiful street have not been well kept up and this development should be the catalyst to bring this street back to its former glory.

I think the proposed project looks like an exciting addition to the neighbourhood and will add even more to the High Street area. I think the access path through to 125 and resurfacing the street are better amenity contributions at this time, until the pathway to the lookout can be more than just a dead end path. I’m looking forward to seeing the project progress!

Building looks like an interesting design, looking forward to having something in that lot that has stood empty for so long. Hoping for a better path to connect Clifton and 125th, the little one currently in the trees is difficult to use with kids/bikes and is often very messy. Have always loved this street, can't wait to see what improvements will be made.
