District Planning is a multi-year project to build The City Plan’s 15-minute districts—small towns in our big city— where people can meet many of their daily needs locally.

The Southwest District is located in the southwest area of the city and is one of fifteen districts in Edmonton’s District Network as outlined in The City Plan. Nearby districts include Whitemud District, Ellerslie District and Rabbit Hill District (see Figure 6.1: Citywide Context). Southwest District, exempting the Anthony Henday, includes the following neighbourhoods: Allard, Ambleside, Blackburne, Blackmud Creek, Callaghan, Cashman, Cavanagh, Chappelle Area, Desroches Area, Graydon Hill, Glenridding Heights, Glenridding Ravine, Hays Ridge Area, Heritage Valley Area, Heritage Valley Town Centre Area, Keswick, Macewan, Paisley, Richford, River Valley Windermere, Rutherford, Windermere and Windermere Area.

Check out the draft District General Policy, the draft Southwest District Plan and Area Plans Proposed to be Repealed. You have from August 23 until the end of November to share your input.

Online Workshops - Help refine the draft Zoning Bylaw, draft District General Policy and district plans through a series of online workshops. Register for one or more of the following interactive online workshops to learn more and provide your feedback on the following topics. Sessions are limited to 60 participants each.

Survey - Provide feedback on both the District General Policy and district plans by completing a survey. The survey will close on Saturday, October 15, 2022.

In-Person Public Engagement Events

District Open Houses - There will be in-person open houses in each of the 15 districts. Edmontonians are welcome to attend the district open house of their choosing, but some open houses will feature district-specific information. Visit the specific district plan Engaged Edmonton page for event details or the calendar of events.

  • Southwest District, Monday, September 12, 5-8pm at Ellerslie Rugby Club

  • Rabbit Hill District, Monday, October 3, 5pm-8pm at St. Mary's Russian Orthodox Church

  • Why isn't there a district bike route planned over the Henday? Terwillegar Drive is building a shared-use path on the north side, and the south side of the bridge is a hub for the community. Is it because the province has a say over that portion because it's their right-of-way? If so, the province should be supporting active transportation and CHOICES for people!

    Anthony Henday Drive is a provincially controlled roadway meaning the City of Edmonton has limited jurisdiction in setting design requirements. However, The Bike Plan does designate this location as a barrier in the existing active transportation network. This means that while it may be unlikely that a city-driven bike project alone can complete the connection, we will advocate for and endeavor to include active transportation connections as part of any future work.
